On Friday April 23, 2004 at approximately 5:30 A.M., at the entrance to Castillo de Amaguana, in the Province of Pichincha, while [Jose Serrano] was traveling in the north-south lane, in his own car, his vehicle was blocked by a green vehicle, a 5-door Vitara without license plates. The vehicle and driver forced Jose Serrano to stop, and, with verbal insults, approached and forced him to get out of his car, saying, “son of a bitch, son of a bitch, get out of the car.” At that moment the person accompanying the driver got in Dr. Serrano’s car and forced him to get out.
After this, another individual got out of the green vehicle – all had black face masks – and it was then that they said “son of a bitch, stop this, you cannot keep doing this, you hear, you better not continue.” Meanwhile they grabbed Dr. Serrano by the arm and put a gun to his arm.
Immediately, the driver ordered Jose Serrano to “get in the car son of a bitch get in your car.” Dr. Serrano indicated they could have the keys to the car, but one of the men responded “Don’t fuck around.” When Dr. Serrano got in the car, two of the men got in the back and in the front passenger’s seat. The one in the front pointed the gun again, at which point Dr. Serrano could see that it was not a pistol but a revolver. The individuals in the back seat ordered him to “take off your shirt and shoes son of a bitch, you understand me take off your shirt and shoes, take off your watch, give me your wallet and money, quickly you son of a bitch,” and later he said to “give me your cell phone.” But Dr. Serrano had managed to hide his cell phone under the driver’s seat, and said “I don’t have a cell phone, and the individual in the back said “we know you have a cell give us the cell.” At this time, Dr. Serrano said that the cell was in his house and the individual in the back said “careful, if you do anything we’ll kill you, now stop you son of a bitch, what are you going to Puyo for, for what? Dr Serrano said he wasn’t going to Puyo. The individuals in the back repeated “stop this son of a bitch, this time we’re telling you but the next time we’ll kill you, you hear, we’ll kill you.”
The individual in the back told Jose Serrano not to do anything for 20 minutes, that he had to stay in the car for 20 minutes and he shouted “son of a bitch we’ll be watching, if you do anything before 20 minutes is up we’ll kill you, give me the keys to the car, son of a bitch, give me the keys to the car you son of a bitch. Dr. Serrano gave them the keys and the three individuals got out of the car.
Two of the individuals were of athletic build and with an accent which indicated military background. The third individual was short and stout. Two of them wore blue jeans and the other blue cloth pants, which could be seen as they walked back to the green Vitara.
With these facts we denounce this event and request that you initiate an investigation, with the aim of finding the authors, accomplices and accomplices after the fact of this crime….
