Manifestantes de Sarayacu brutalmente maltratados - El estado se niega en intervenir (5 de diciembre 2003)

Con el afán de participar en la gran marcha por la paz y la defensa de los derechos colectivos del pueblo de Sarayaku y la Amazonía, prevista para el día 6 de Diciembre, ciento y veinte personas iniciaron su movilización por río, hacia la ciudad del Puyo. Sin embargo, ayer a las cinco de la tarde, a la altura de la Comunidad de Canelos fueron interceptados por parte de un grupo de cuarenta individuos armados, afines a la compañía petrolera CGC.

Unos diez a quince personas, hombres, mujeres y niños, fueron detenidos y brutalmente maltratados con palos, piedras y machetes, e incluso hubo disparos. Otros se escaparon al monte, y se desconece su paradero. Uno logró llegar hasta la ciudad de Puyo e informó que los mas maltrados, quienes posiblemente necesitan asistencia médica urgente, son los dos ex-presidentes de la comunidad Franco Viteri y Isidro Gualinga, Eriberto Gualinga del equipo de comunicación y dirigente de cultura, Dionicio Machoa, técnico en medio ambiente, Leopoldo Santi, Gloria Santi, y Bolivar Grefa, dirigente de comunicación de la Organización de Pueblod Indígenas de Pastaza (OPIP).

Además de ellos, se encuentran detenidos el Teniente Político de la Parroquia de Sarayaku, Edgar Gualinga, el menor de edad Luver Malaver, Carmenza Malaver, Victoria Santi, Tatiana Gualinga y posiblemente otros mas.

Hasta el momento el estado, a travez de la gobernación, se niega intervenir, diciendo que es un problema interno entre comunidades indígenas y que no puede hacer mayor cosa.

Frente a estos acontecimientos, el Diputado Ricardo Ulcuango, Presidente de la Comisión de Asuntos Indígenas del Congreso Nacional, ha solicitado una explicación urgente al Ministro de Gobierno y al Gobernador de la Provincia de Pastaza, así como ha exigido una inmediata acción por parte de estas autoridades, así como de la Policía Nacional para que intervengan y otorgen las garantías suficientes para el respeto y la vigencia de los derechos tanto individuales como colectivos.

Alertamos, de igual manera, respecto a las amenazas de militarización del territorio de Sarayaku que se han intensificado estos días.

El Pueblo de Sarayaku, solicita la solidaridad de la sociedad civil nacional e internacional a fin de que exijan, al Gobierno ecuatoriano, brindar las garantías necesarias con la finalidad de evitar derramamiento de sangre.

Sarayacu manifestants brutally assaulted - The government refuses to intervene (December 5, 2003)

In order to participate in the march for Peace and for the defense of the pueblo of Sarayaku’s collective rights and the Amazon, on December 6th, hundred and twenty people, began their mobilization by river, heading towards the town of Puyo. However, yesterday at about 5 p.m., upon reaching the community of Canelos, they were intercepted by a group of forty armed persons, associated to the oil company CGC.

About ten to fifteen men, women and children, were detained and brutally assaulted with sticks, stones, machetes, and there were even gunshots. Others escaped to the forest, and there whereabouts are unknown. One managed to reach the town of Puyo, and has informed that the ones that are most severely battered, and who possibly are in urgent need of medical assistance, are the two ex-presidents of the community Franco Viteri and Isidro Gualinga, Eriberto Gualinga of the communicaiton team and Director of Culture, Dionicio Machoa, environmental technician, Leopoldo Santi, Gloria Santi, and Bolivar Grefa, Director of Communication of the Organization of Indigenous People of Pastaza (OPIP).

In addition, the following perons are also detained: Edgar Gualinga, parish constable of Sarayacu, the infant Luver Malaver, Carmenza Malaver, Victoria Santi, Tatiana Gualinga, and possibly others.

Up to the moment, the government, through the governor, refuses to intervene, saying that all this is an internal problem between indigenous communities and that the state can not do much about it.

In the face of these events, Member of Parliament Ricardo Ulcuango — President of the Commission of Indigenous Affairs of the National Congress — has requested an urgent explanation from the Minister of Government and the Governor of Pastaza Province. He has also demanded that these authorities, as well as the National Police, take immediate action to intervene and that they provide guarantees that both individual and collective rights of the victims will be respected and upheld.

We also alert everyone of the fact that over the last few days the threats to militarize Sarayaku have intensified.

The Sarayaku community requests the solidarity of national and international civil society in demanding that the Ecuadorian Government grant the necessary guarantees so as to prevent the spilling of blood.
