Seguridad para petroleras y sus sobornados: Coronel Arboleda encabeza operación militar para invadir Sarayaku (18 de octubre 2003)

El ministro de Energía y Minas, coronel Carlos Arboleda encabeza la estrategia para asegurar el ingreso de la empresa petrolera Argentina, Compañía General de Combustibles (CGC). Según las declaraciones del Gobernador de la provincia, el próximo miércoles 22 de Octubre, Arboleda visitará la zona del Bloque 23 y mantendrá reuniones con algunos miembros de las comunidades Kichwa de Pakayaku, Jatun Molino y Canelos, que prestan sus servicios a la empresa CGC, y constituyen la punta de lanza de la estrategia gubernamental para doblegar la decisión de la Asociación Sarayaku, de oponerse al mencionado proyecto petrolero.

El pasado 3 de octubre, en declaración a corresponsales de prensa extranjeros, Arboleda anticipó que “ el gobierno está dispuesto a brindar todas las garantías de seguridad a la empresa CGC para que continúe sus operaciones en el bloque 23, y pueda cumplir con el contrato establecido. Y si para dar seguridad, conforme a la ley, es necesaria la presencia de la fuerza pública o de las Fuerzas Armadas, el gobierno dispondrá las medidas necesarias conforme su compromiso de respetar el contrato”.

El bloque 23 cubre una extensión de 200 mil hectáreas, de los cuales el 85% es territorio Kichwa, Achuar en un 10% y Shuar en un 5%.

Las amenazas del gobierno han sido denunciadas por dirigentes de la Asociación Sarayaku en la Corte Interamericana de Derechos Humanos (CIDH) y alertadas por el presidente de la CONAIE, Leonidas Iza, quien dijo “ que el gobierno pretende por la fuerza bruta, imponer los intereses de las transnacionales, violando la ley y los derechos del pueblo Kichwa de Sarayaku. Nosotros rechazamos esas amenazas y advertimos a la opinión pública de la responsabilidad de este gobierno traidor al movimiento indígena, en caso de que se ingrese de manera prepotente y abusiva en el territorio de Sarayaku”.

“La estrategia del gobierno juega por engañar y confundir a la opinión pública. Pretende poner en condición de representantes del sentir de las comunidades vecinas a la nuestra, a un pequeño grupo de sobornados. Aún cuando todas las comunidades de Pakayaku o Canelos estuvieran de acuerdo con el proyecto petrolero, ninguna de ellas puede decidir por nosotros respecto a las actividades dentro de nuestro territorio. Sarayacu comprende una extensión de 135 mil hectáreas y cubre más del 70% de la concesión petrolera dada por el Estado a la empresa CGC”.

Ponemos en alerta al publico local, Nacional e Internacional. Lo que el gobierno hace al decir que va a militarizar, es un ejercicio de distracción, pues de lo que se trata es de indisponer a las comunidades vecinas contra Sarayacu. Dotarlas logísticamente, asesorarlas, financiarles ciertas demandas de baratijas e incluso armarlas, para provocar violencia contra nuestras familias, y con ello justificar la presencia de los militares. Pues ya lo hicieron durante los meses anteriores, cuando los militares instalaron sus campamentos en Jatun Molino, desde donde se disparó contra nuestra gente. Quieren provocar una guerra entre nuestras comunidades, para presentar la versión de que acá el conflicto es interno y entre nosotros, cuando el verdadero conflicto es entre nuestra propuesta de vida, y el proyecto de muerte contra nuestro pueblo y contra la selva, que impulsa el gobierno del coronel Gutiérrez.

Los grupos e individuos de Pakayaku, Canelos y Jatun Molino, que apoyan el proyecto petrolero, apenas tienen injerencia sobre el 15% del territorio, y aún esperan el cumplimiento de proyectos comprometidos en convenios firmados por la empresa petrolera.

Security for petrol companies and the receivers of their bribes: Colonel Arboleda leads military operation in order to invade Sarayacu (October 18, 2003)

The Minister of Energy and Mines, colonel Carlos Arboleda, is heading the strategy in order to secure the entry of the Argentine oil company Compañia General de Combustibles (CGC). According to the declarations of the governor of the province, Arboleda will visit the block 23 on wednesday october 22, and will meet some members of the Kichwa communities Pakayaku, Jatun Molino and Canelos, who lend their services to the CGC company, and are the spearhead of the government's strategy in order to subdue the decision by the Sarayacu community to oppose the mentioned oil project.

On october 3, Arboleda declared to correspondents of the foreign press that "the government is prepared to provide all security guarantees to the CGC company so that it can continue its operations in the block 23 and fulfill the established contract. And if, in order to provide that security, according to the law, the presence of police or armed forces is necessary, the government will provide the necessary measures in accordance with its committment to respect the contract".

The block 23 covers an area of 200 000 hectares, of which 85% is Kichwa territory, 10% Achuar, and 5% Shuar.

The threats by the government have been denounced by the leaders of Sarayacu in the Inter-American Court of Human Rights (IACHR), and alerted by the president of the Confederation of Indigenous Nationalities of Ecuador (CONAIE), who said that "The government pretends to impose, by brutal force, the interests of the transnationals, violating the law and the rights of the Kichwa people of Sarayacu. We reject those threats and we inform the public opinion of the responsibility of this government, traitor of the indigenous movement, in case that it enters the Sarayaku territory in an abusive and arrogant manner."

"The strategy of the government attempts to deceive and confuse the public opinion. It tries to make a small group of bribed persons appear as representatives of the will of the communities adjacent to ours. Even if all the communities of Pakayaku or Canelos would agree with the oil project, none of them can decide for us regarding the activities within our territory. Sarayacu comprises 135 000 hectares, and covers more than 70% of the petrol concession given by the government to the CGC company."

We give the alert to the local, national and international public. What the government does when it says it will militarize, is an exercise of distraction, because what it is all about is to set the neighbour communities against Sarayacu. To provide them logistics, advice, finance certain demands of trinkets and even provide them arms, in order to provoke violence against our families, and so justify the presence of the militaries. Because this is what they already did previously, when the military installed their camps in Jatun Molino, from where our people were attacked with gunfire. They want to provoke a war between our communities, in order to present the version that this is an internal conflict among us. But the real conflict is between our proposal of life and the project of death against our people and against our rainforest, that the government of Colonel Gutierrez is promoting.

The groups and individuals of Pakayaku, Canelos and Jatun Molino, who support the oil project barely have interference over 15% of the territory, and they are still waiting for the fulfilment of the projects the oil company committed itself to in signed treatys.
