En una clara amenaza a los pueblos y nacionalidades indígenas que habitan ancestralmente en la amazonía ecuatoriana y, específicamente en los territorios de las Provincias de Pastaza y Morona Santiago; el Gobernador de la Provincia de Pastaza, Sr. Fernando Ordóñez (Delegado del Presidente de la República en dicha zona), manifestó, al Diario El Universo, de la ciudad de Guayaquil que "la decisión del régimen es iniciar la actividad petrolera en los bloques No 23 y No 24, "aunque tenga que utilizar la fuerza pública". (Diario El Universo, pagina No. 16.El País, 29 de mayo del 2003). De igual forma, insistió que: "el Gobierno no dará un paso atrás en la política petrolera".
Las declaraciones del representante del Ejecutivo han generado indignación y rechazo entre la población, puesto que estaría alentando el uso de la fuerza, en contra de los pueblos indígenas que viven en los Bloques 23 y 24, asegurando los planes y programas de las Compañías petroleras que operan estos bloques. El Gobernador Ordóñez, de cumplir sus amenazas, colocaría al régimen del Ing. Lucio Gutiérrez, al margen del derecho internacional en un claro desacato de las medidas cautelares de protección para los indígenas, dictadas por la Comisión Interamericana de Derechos Humanos; alentaría el incumplimiento de la resolución del Tribunal Constitucional, que se ha pronunciado por la protección y garantía de los derechos humanos de las poblaciones que habitan ancestralmente en la región.
Hacemos un llamado a la comunidad nacional e internacional de los derechos humanos y a la Comisión Interamericana de Derechos Humanos CIDH, para actuar inmediatamente y evitar lo que podría ser un paso hacia la imposición de una práctica autoritaria que privilegie el uso de la fuerza para la resolución de los conflictos. Pedimos enviar comunicados al señor Presidente de la República, Ingeniero Lucio Gutiérrez, Ministro de Gobierno Abogado Mario Canessa y Doctora Nina Pacari, Canciller de la República, solicitando el respeto de las decisiones judiciales, nacionales e internacionales que protegen a los pueblos indígenas de la región y, adicionalmente, pedir la remoción del cargo de Gobernador del Sr. Fernando Ordóñez, para garantizar la paz y tranquilidad en la provincia y la región

In a clear threat against the indigenous peoples and nationalities that since ancient times inhabit the Ecuadorian Amazon, and specifically in the territories of the provinces of Pastaza and Morona Santiago, the governor of Pastaza, Mr. Fernando Ordoñez (The delegate of the president in the mentioned zone), stated to the daily newspaper El Universo of the city of Guyayaquil that "the decision of the regime is to initiate the petrol activity in the blocks number 23 and 24", "even it has to use the public force" (El Universo, page 16, section El País, May 29 2003). In the same manner, insisted in that "the Government will not take one step back in the petrol policy".
The declarations of the representantive of the Government has generated indignation and rejection among the population, given that this would encourage the use of force against the indigenous people living in the Blocks 23 and 24 in order to guarantee the plans and programs of the petrol companies operating these blocks. If Governor Ordoñez fulfills his threats, this would place the regime of Ing. Lucio Gutiérrez ouside International Law, in a clear contempt of the cautionary measures of protection of the indigenous people, passed by the Inter-American Commission on Human Rights and would encourage the noncompliance of the resolution of the Constitutional Court, that has made a pronouncement for the protection and garantuees of the human rights of the people that since ancient times inhabit the region.
We make a call to the national and international human rights community, and to the Inter-American Commission on Human Rights, IACHR, to act immediately and avoid what may be a step towards the imposition of an authoritarian practice that favors the use of force in order to resolve the conflicts. We ask you to send letters to the President of the Republic, Mr. Lucío Gutiérrez, Minister of Government Mr. Mario Canessa, and Dr. Nina Pacari, chancellor of the Republic, requesting respect for the, national and international, judicial decisions that protect the indigenous people of the region and, additionally, asking for the removal of the Governor, Mr. Fernando Ordoñez, in order to assure the peace and tranquility of the province and the region.
Also, we ask all of you to be aware of the distinct versions in the press, regarding the titles as well as the content, provided by the newspaper El Universo (in the electronic version and in the printed version)
