Trabajos sísmicos suspendidos: CGC/ChevronTexaco presiona para Guerra de Petróleo en la Amazonía (8 de Febrero, 2003)

El 6 de febrero la subcontratista Compagnie Generale de Geophysique que realizaba los trabajos símicos en el Bloque 23 anunció su retiro del bloque por motivo de la resistencia por parte de de Sarayacu. Por lo tanto, los trabajos sísmicos de CGC/ChevronTexaco se encuentran temporalmente suspendidos.

Mientras tanto, la CGC/ChevronTexaco intensifica sus presiones al Gobierno para que le brinde "seguridad", es decir que se rompa la resistencia de Sarayacu por medio de fuerza militar. Un papel clave en la estratégia de CGC/ChevronTexaco tiene el "Comité de Coordinación Bloque 23 CGC", un grupo de indígenas de varias comunidades dentro del Bloque 23 quienes al mismo tiempo son funcionarios empleados por la petrolera, y supuestos representantes de sus comunidades respectivas. Entre ellos están Telmo Gualinga, ex-presidente de Sarayacu, expulsado de la comunidad por actos corruptos y traición. Vive en la ciudad de Puyo con su salario de CGC/ChevronTexaco. En un oficio dirigido al Gobernador de la Provincia de Pastaza este grupo acusa a los de Sarayacu de ser "terroristas" y solicita que sean encarcelados. En el espacio pagado de CGC/ChevronTexaco en una emisora local de radio ha habido amenazas de muerte contra la gente de Sarayacu.

No tememos que vayan a encarcelar a todos los que han estado en las selva físicamente defendiendo Sarayacu contra la agresión petrolera. Eso dejaría Sarayacu vacío y no habría suficiente espacio en los cárceles. Mas bién lo que pretenden es que se coja prisioneros políticos, encarcelando a los de Sarayacu que están encargados de difundir información y mantener los contactos con la prensa y las autoridades, para así poder dominar el flujo de información y tergiversarlo según su conveniencia.

El viernes 7 de febrero, comisiones de las comunidades Sarayacu y Canelos viajaron a Quito para una reunión prevista con el gobierno. El motivo era, entre otras cosas, que los de Canelos expongan sobre la falsa representatividad de los supuestos "representantes" de Canelos en el "Comité de Coordinación" de CGC/ChevronTexaco. Sin embargo, la reunión fue cancelada de forma unilateral por el gobierno. Desde el 9 al 14 de febrero, el Presidente Lucio Gutierrez visita los Estados Unidos por invitación personal del Presidente George Bush.

Ya se ha concluído la exploración sísmica en el 50% del total del Bloque 23, es decir toda el área que pertenece a las comunidades "representadas" en el Comité de Coordinación de la petrolera. Sarayacu no ha obstaculizado estos trabajos. Sin duda, desde un punto de vista democrático es problemático el hecho de que los integrantes del Comité de Coordinación son funcionarios empleados de la CGC/ChevronTexaco al mismo tiempo que se dicen representar a sus respectivas comunidades. Sin embargo, esto es un problema que cada comunidad tiene que solucionar internamente, y Sarayacu respeta asuntos internos de otros.

Ahora el problema se trata exclusivamente de los restantes 50% del Bloque 23, lo que es territorio de Sarayacu. Exigimos que se respete nuestro territorio y nuestra forma de organización social. Los próximos quince días van a ser decisivos para el futuro de Sarayacu. Necesitamos su apoyo para que se escuche la voz del pueblo de Sarayacu.

Seismic works suspended: CGC/ChevronTexaco lobbies for Petrol War in the Amazon (February 8, 2003)

On february 6, the subcontractor Compagnie Generale de Geophysique that was carrying out the seismic works in the Block 23 announced its withdrawal from the block because of the resistance posed by Sarayacu. Thus, the seismic works of CGC/ChevronTexaco are temporarily suspended.

Meanwhile, CGC/ChevronTexaco intensifies its pressure on the government in order to make it provide "security", meaning the use of military force in order to break the resistance. As part of the strategy of CGC/ChevronTexaco, a key role is played by the "Coordination Comittee Block 23 CGC", a group of indigenous persons from various communities within the Block 23 who at the same time are functionaries employed by the petrol company and, supposedly, representatives of their respective communities. Among them are Telmo Gualinga, ex-president of Sarayacu, expelled from the community because of corrupt acts and treason. He lives in the town of Puyo with his salary from CGC/ChevronTexaco. In a letter to the Governor of the Pastaza Province, this group accuses the Sarayacu people for being "terrorists" and requests their imprisonment. In the payed space of CGC/ChevronTexaco in a local radio station, death threats against the Sarayacu people have been pronounced.

We do not fear that all the people who have been in the forest physically defending Sarayacu against the petrol company's aggression would get imprisoned. That would leave Sarayacu empty, and there would not be enough space in the prisons. Rather, their intention is to get political prisoners, putting in jail those from Sarayacu that are in charge of diffusing information and maintaing contacts with the press and the governmental authorities. That would leave the field open for the petrol company to dominate the information flow and distort it as it suits their interests.

On Friday February 7, comissions from the communities of Sarayacu and Canelos travelled to Quito for a planned meeting with the government. The purpose was, among others, that the people from Canelos would explain about the false representativity of the supposed "representatives" of Canelos in the "Coordination Comittee". However, the government unilaterally cancelled the meeting. Between February 9 and 14, President Lucio Gutierrez will be in the United States, on personal invitation by President George Bush.

The seismic exploration is already completed in 50% of the Block 23, that is the whole area that belongs to the communities "represented" in the Coordination Comittee of the petrol company. Sarayacu has not obstaculized these activities. Without doubt, from a democratic point of view it is problematic that the members of the Coordination Comitte are functionaries employed by the CGC/ChevronTexaco while they at the same time say they represent their respective communities. Nevertheless, this is a problem that each community has to solve internally, and Sarayacu respects the internal affairs of others.

Now the problem is exclusively about the remaining 50% of the Block 23, which is territory of Sarayacu. We demand respect for our territory and our form of social organization. The next two weeks will be decisive for the future of Sarayacu. We need your support in order to make heard the voice of the Sarayacu people.
