La Nación Autónoma Originaria del Pueblo Kichwa de Sarayaku “TAYJASARUTA”, reunidos en su sede en el Centro Sarayaku los días 16 al 19 de Mayo del presente año, luego de analizar profundamente los graves conflictos territoriales, ambientales y organizativos creados por el estado ecuatoriano a través de las empresas petroleras CGC – Burlington al tratar de impulsar un proyecto petrolero totalmente inconsulto y arbitraria en territorios tradicionales de nuestros pueblos, en la Cuenca del Río Bobonaza, violando todos los derechos de los pueblos indígenas contemplados en la Constitución de la República, en los Convenios y acuerdos Internacionales como la OIT y las Naciones Unidas, lo que ha generado un clima de inseguridad de los habitantes del Pueblo de Sarayaku en su propio Territorio, ante esa situación resuelve lo siguiente:
1. Solicitar al Consejo de Gobierno de la OPIP y la CONFENIAE y a través de la misma a todas las Nacionalidades y Organizaciones Indígenas de la Región Amazónica, respaldar la lucha y gestión que viene desarrollando frente a la agresión de las empresas petroleras.
2. Solicitar a la OPIP y a la CONFENIAE, respaldar y apoyar política y moralmente exigiendo al Gobierno Nacional, y las instancias de justicia del país responder con urgencia frente a las demandas interpuestas por el Pueblo de Sarayaku, en defensa de sus intereses e integridad cultural, ambiental y comunitaria de nuestros pueblos.
3. Exigir al Gobierno Nacional la terminación definitiva del contrato existente entre el Estado Ecuatoriana y las Empresas Petrolera CGC-Burlington, en torno al Bloque 23 y tomar las medidas necesarias para su inmediato abandono de la Provincia de Pastaza y territorios Indígenas.
4. Exigir al Gobierno Nacional y el Ministerio del Ambiente, la declaratoria de los Territorios del Pueblo de Sarayaku como zona intangible, para proteger la vida y el ambiente de las comunidades indígenas.
5. Denunciamos y alertamos a todas las bases de la OPIP, CONFENIAE, CONAIE y a la opinión pública Nacional e Internacional la implementación de un plan temerario y violatorio a los derechos y a la vida de nuestros pueblos y lideres , en base a acusar y perseguir a los dirigentes indígenas de Sarayaku y de la OPIP en forma infundada y calumniosa como guerrilleros y narcotraficantes, para justificar el plan de represión y ocupación militar de los territorios de Sarayaku, para de esa manera dar cobertura de seguridad para la entrada arbitraria de las empresas CGC-Burlington.
6. Exigir al Gobierno Nacional y al Ministerio Publico suspender y archivar las demandas infundadas realizadas en contra de 11 dirigentes del Pueblo de Sarayaku, por luchar en defensa de los inalienables derechos de nuestros pueblos.
7. El Pueblo de Sarayaku rechaza categóricamente y desconoce cualquier negociación realizada a nivel individual y aislada tomando el nombre de nuestro Pueblo y se mantendrá vigilante para rechazar cualquier maniobra oscura de la empresa CGC – Burlingtòn en territorios del Bloque 23.
8. El Pueblo de Sarayaku respalda y se solidariza con la lucha y posición del Comité Interfederacional integrado por las federaciones FINAE, FIPSE Y FICHS, para la defensa de los territorios y derechos de los pueblos que habitan en el Bloque 24.
9. El Pueblo de Sarayaku propone a otras asociaciones de la OPIP, y Nacionalidades bases de la CONFENIAE para establecer una alianza, y unidad formal a nivel ínter organizativo regional, para defender en forma conjunta los derechos de nuestros pueblos frente a la agresión petrolera, minera, maderera y otros.
10. El Pueblo de Sarayaku invita a todas las asociaciones y comunidades del Pueblo Kichwa asentadas en el río Bobonaza a mantener el dialogo, la solidaridad y unidad, para de esa manera evitar los continuos abusos y engaños de las empresas petroleras.
11. El Pueblo de Sarayaku rechaza frontalmente las aventuradas y malintencionadas declaraciones del Diputado de Pastaza Franklin San Martín en contra de la histórica lucha del pueblo de Sarayaku, tratando de vincular nuestra legitima lucha con sectores de la Narco guerrilla, demostrando con ello su vinculación con las empresas petroleras y su condición de asalariado.
12. El Pueblo de Sarayaku declara persona no grata al Diputado San Martín y solicita a la OPIP, CONFENIAE, CONAIE adoptar esta declaratoria.
13. Declaramos por ser las únicas vías de acceso a nuestro territorio en la parroquia Sarayaku, por ser los medios de transporte de sete territorio con el resto del Ecuador, invocamos los numerales 10 y 14 del articulo 23 de la constitución política de la republica del Ecuador que garantiza el derecho a la libre comunicación y transito es decisión firme e irrevocable de ejercer en forma inmediata y plena el derecho de transitar por el río Bobonaza, que es el río de todos y del ecuador, del cual formamos parte inalienable el pueblo Kichcwa de Sarayaku
14. Las comunidades de Sarayaku en este Congreso por decisión y voluntad política de sus miembros y amparador en el marco legal de la Constitución política vigente, se constituye en el Territorio Autónomo de la Nación Originaria del Pueblo Kichwa de Sarayaku ( TAYJASARUTA).
15. Finalmente manifestamos nuestra decisión inquebrantable de seguir luchando hasta que las empresas petroleras del bloque 23 abandonen definitivamente nuestros territorios y reafirma su voluntad de mantenerse vigilantes frente a cualquier intento de agresión por parte de empresas sean estos Petroleros, mineros madereros, etc.

The Autonomous Original Nation of the Kichwa People of Sarayaku, "TAYJASARUTA", gathered in its headquarters in Centro Sarayaku between May 16 and 19 of the present year, after having profoundly analyzed the serious territorial, environmental and organizational conflicts created by the Ecuadorian state through the petrol companies CGC- Burlington, trying to promote an absolutely arbitrary and unconsulted petrol project, violating all the rights of the indigenous people that are contemplated in the Constitution of the Republic and in international conventions and agreements such as the ILO and the United Nations, which has generated a climate of lack of security of the inhabitants of the Sarayaku community in their own territory, facing this situation, resolves the following:
1. Request to the Government Council of the OPIP and the CONFENIAE, and through the same to all the Indigenous Nationalities and Organizations of the Amazon Region, that they support the struggle and the measures that we are developing in face of the aggression of the petrol companies.
2. Request to the OPIP and to the CONFENIAE, that they politically and morally support and help us, demanding that the National Government and the juridical instances of the country that they urgently respond to the lawsuits presented by the Sarayaku community, for the defense of their interests and the cultural, environmental and communitarian integrity of our communities.
3. Demand from the National Government the definitive termination of the existing contract between the Ecuadorian state and the petrol companies CGC-Burlington regarding Block 23, and take the necessary measures for their immediate withdrawal from the Pastaza province and indigenous territories.
4. Demand from the National Government and the Ministry of Environment, the declaration of the Territories of the Sarayaku Community as an intangible zone, in order to protect the life and environment of the indigenous communities.
5. We denounce and alert all the grassroots of the OPIP, CONFENIAE, CONAIE and the national and international public opinion, the implementation of a reckless and violatory plan against the rights and the life of our communities and leaders. This is based on accusations and persecution of the indigenous leaders of Sarayaku and the OPIP in an unfounded and calumnious manner, calling them gerilla warriors and drug trafickers, in order to justify their plan of military repression and occupation of the Sarayaku territories, and this way provide security to the arbitrary entry of the companies CGC-Burlington.
6. Demand from the National Government and the Public Ministry to suspend and archive the unfounded lawsuits realized against eleven leaders of the Sarayaku community, for having struggled for the defense of the inalienable rights of our people.
7. The People of Sarayaku categorically rejects and disowns any negotiation realized at individual and isolated level in the name of our People, and will continue alert in order to reject any obscure manuever by the company CGC-Burlington in the territories of Block 23.
8. The People of Sarayaku supports and solidarizes with the struggle and position of the Interfederational Committee integrated by the federations FINAE, FIPSE and FICHS, for the defense of the territories and the rights of the peoples who inhabit the Block 24.
9. The People of Sarayaku proposes to the other associations of the OPIP, and grassroot nationalities of the CONFENIAE, to establish an alliance and formal unity at regional interorganizational level, in order to together defend the rights of our people in face of the aggression by petrol, mining, timber, and other interests.
10. The Sarayaku People invites all other associations and communities of the Kichwa people settled along the Bobonaza River to maintain dialogue, solidarity and unity, in order to this way avoid the continuous abuses and frauds by the petrol companies.
11. The Sarayaku People rejects head-on the hazardous and malicious statements by the Deputy of Pastaza, Franklin San Martín, against the historical struggle of the Sarayaku People, trying to link our legitimate struggle with sectors of the drug gerilla, thus showing his connection to the petrol companies and his condition of salaried worker.
12. The Sarayaku People declares the deputy San Martín a persona no grata and requests the OPIP, CONFENIAE and CONAIE the adopt this declaration.
13. We declares that as these are the only means of access to our territory in the Sarayaku parish, for being the means of transport from this territory to the rest of Ecuador, we invoke the numerals 10 and 14 of the article 23 of the Political Constitution of the Republic of Ecuador that guarantee the right to free communication and transit, it is firm and irrevokable decision to fully and immediately exercise the right to travel on the Bobonaza River, it is a river of everybody and of Ecuador, of which the Kichwa People of Sarayaku forms an inalienable part.
14. The communities of Sarayaku in this congress, by decision and political will of their members and protected by the legal framework of the valid Political Constitution, constitutes the Autonomous Territory of the Original Nation of the Kichwa People of Sarayaku (TAYJASARUTA).
15. Finally, we express our unbreakable decision to continue our struggle until the petrol companies of the Block 23 definitively withdraw from our territories, and reaffirm our will to continue vigilant of any intent of aggression on part of the companies, whether these be petrol, mining, timber companies, or others.
